My hair is about that length and has layers. I do not own a curling iron but do have a straightener. My his naturally wavy/curly but I straightened it. I have garnier fructis "strong holding hairspray" and garnier fructis "strong holding putty."
Please give me step by step instructions and on an average how long it takes.

LOL ok well since you don't have a curling iron you could just use your flat irons to flip it.
1st Part a thin piece of your hair, its often better to start in the back.
2nd Lightly spray it with garnier fructis, the strong holding hairspray. You don't wanna spray to much cause that would make it to unnatural looking!!!
3rd Start straightnerin it but instead of going all the way down to the ends than off the hair use the flat iron like a curling iron!!!
4th Repeat steps one through 3 untill your finish!!!
Time: about 45 mins or less!!!!

You need a large barreled curling iron to flip the ends out after straightening. While you're curling the ends, give your hair a spritz of the hairspray to help keep the flip. Hope that helps, I used to have that haircut!
