Called 'lowlights'. Looks AWESOME when done correctly (that is the key to low lights) and I totally love it. I don't know your age; but this looks like for a younger person (18-28). This doesn't have to be quite so blonde either. You can go darker on the blonde and lighter in the back. (underneath)
